A complaint report is in principle a condition report whose task is to assess the claimed defects at the property after a change of ownership — on site and in the available technical documentation.
It only assesses what has been claimed and does not cover the legal side of the case. Financial consequences are calculated as repair to the reference level, with a deduction for any improvement.
